Overview
In rare cases, certain phone numbers cannot be ported—not due to a carrier’s unwillingness or inability to port them, but because the carrier cannot deliver or receive traffic to or from those numbers. Even if the number is successfully imported into a carrier’s network, it will not function: calls will result in dead air, and the number will be unable to place or receive calls or text messages.
Why Some Numbers Are Unportable
When a phone number is created by its originating carrier, it is tied to a specific geographic region known as a Rate Center (RC). For a different carrier to route calls and messages to and from that number, they must have an active presence in the associated RC.
Not all carriers have access to every Rate Center by default. Establishing a presence within a Rate Center is both time-consuming and costly, making it unfeasible for carriers to cover all regions.

This is not a technical failure or system limitation—it’s a result of regulatory and infrastructural requirements tied to how numbers are geographically assigned.
Multiple carriers may be unable to service the same RC, meaning switching to another provider may not resolve the issue.
While unportable numbers are uncommon, they do exist due to Rate Center limitations. If you encounter such a number, your best option may be to acquire a new number within a more broadly supported RC.
